THE GOVERNOR'S ENERGY OFFICE ANNOUNCES SOLAR REBATE PARTNERSHIPS
DENVER- The Governor's Energy Office (GEO) announced today that 32 Partners have joined the Solar Rebate Program to promote installations of solar hot water, solar electricity (photovoltaic - PV) and, an orphan hot water systems program for residents and businesses statewide.
"Solar is a terrific long-term investment to save money at home and reduce energy costs for businesses and homeowners," said Tom Plant, director of the GEO. "Solar is a win-win-win for communities, creating clean energy jobs and providing for clean, reliable power and stable energy prices."
The Colorado Solar Energy Industries Association is administering the program for the GEO. The program is designed to increase the overall number of solar installations throughout the state. The funding is effectively doubling the funding available in this rebate program by partnering with cities, utilities, and non-profit organizations through a matching grant program. The Program Partners will use the GEO's matching grant funds to set up local solar rebate programs.
Colorado home and business owners that invest in solar hot water in early 2009 may be eligible for rebates offered by a local Program Partner. The rebates will allow customers to install solar systems at considerable savings.
"With a combination of the GEO rebates and tax credits, Colorado home and business owners can save 50-55% on solar hot water or PV installations. In addition to these savings, these systems can save anywhere from $250-500 per year in energy costs," said Plant.
Program Partners will begin accepting rebate applications on February 2, 2009. The Partner will review the application and upon approval, provide customers with a Rebate Reservation. Customers have 90 days from the date of the reservation to complete the installation process.

GEO has launched a shovel ready website: http://www.colorado.gov/energy/recovery/shovel-ready.asp. The GEO will be issuing an application later this month for shovel-ready projects as outlined on this site.
It is not necessary to contact the GEO with shovel-ready project ideas at this time. Keep checking the website for updates!
The Governor's Energy Office (GEO) will allocate a portion of the American Recovery and Reinvestment Act funds to "shovel-ready" energy efficiency and renewable energy projects.
The GEO loosely defines shovel-ready as an energy efficiency or renewable energy infrastructure project or program that has been extensively developed and for which there is a clear path to implementation inside of 90 days from the time of award.
Successful shovel-ready projects will be selected through a competitive solicitation that the GEO will release at the end of March or early April 2009, depending on the timing of guidance released from the U.S. Department of Energy. The GEO anticipates that it will be accepting applications through April 2009.
The GEO will request the following information in this solicitation:

Project description.

Contact information.

Estimated number of jobs created or saved (directly and indirectly).

Annual energy use and/or reduction (therms, kWh, etc.).

Estimated annual carbon emission reductions (tons of CO2).

Funds leveraged or matched.
-
Percent of project cost that would be funded by recovery funds.
-
Explanation of community support and partners involved.
-
Technical ability, qualifications and history of project developer(s).
-
Barriers to success (status of local and state permits, for example).
-
Timeline including date of construction start and finish.
The GEO encourages parties interested in applying for shovel-ready project funding to begin preparing the above information in preparation for the competitive application process. It is not necessary to contact the GEO with shovel-ready project ideas at this time.
