Bringing Solar Energy to Colorado

The CoSEIA Solar Defense Fund

To date (11-29-05) we have cash collections totalling $10,430.

The Colorado Solar Energy Industries Association (CoSEIA) led the struggle to include a "solar setaside" in Colorado's Renewable Energy Standard (Amendment 37) so that a portion of Colorado's clean power would come from solar energy systems, not just wind. Over the opposition of Xcel Energy, Aquila Energy, several rural electric associations, and coal companies, Colorado voters endorsed Amendment 37 in November 2004. This victory provides Colorado with a target of 110 Megawatts of solar energy systems to power our homes and our businesses by 2015. But that will only happen if we can get reasonable agreements from the utilities, who have rejected our initial proposals for interconnection agreements and solar setasides. Our largely grassroots efforts, must now evolve into a much more focused battle that requires legal representation and testimony at hearings coordinated by the Public Utilities Commission. We need your help to ensure that Colorado's solar industry is well represented and that the collective voice of Colorado's solar businesses is heard.

To carry us to victory, CoSEIA has launched a Solar Defense Fund so that CoSEIA's interests are fully represented during the PUC hearings and rule making process taking place over the next eight months. By the end of May 2005, we need to raise $20,000 to carry this effort to completion.

We've engaged Gary Nakarado, a former PUC Commissioner and a long-time solar

advocate, as our legal counsel. Gary has represented CoSEIA in the PUC hearings/workshop process on a pro-bono basis with the support and encouragement of Colorado's solar community. But our efforts must be expanded, and the Solar Defense Fund will provide much needed financial support to former-Commissioner Nakarado, as well as funding for administration, organizational and advocacy work to make our case to the PUC and fight off the utilities high priced legal teams trying to emasculate Amendment 37.

This effort will transform our grassroots industry bringing in millions of dollars of business for our members. The magnitude of this potential is enormous, 12 megawatts each year of PVs is a $100,000,000/yr industry. Unlike wind farms, much of this money will flow down to small projects by local solar companies like yours. It will also bring great awareness to solar energy helping solar thermal companies grow their businesses as well.

We are asking each COSEIA member to contribute $250, each solar distributor $1500, and major manufacturers $5000, a small price to pay to turn this industry into a major player. Please pledge now..so we can meet the $20,000 target.

Please help us with a contribution. We are so close. Please contact any of the following to make your pledge today.

About CoSEIA

CoSEIA is the non-profit (501 (c)(6)) Colorado chapter of the Solar Energy Industries Association, the national trade association of solar energy manufacturers, dealers, distributors, contractors, installers, and developers involved in expanding the use of solar technologies in the marketplace.

About Amendment 37

For the history of A37 implementation to date, and CoSEIA's Position Statement to the PUC, visit http://www.dora.state.co.us/puc/rulemaking/Amendment37/Amendment37Comments.htm. You'll find we are working on issues of huge importance to the solar industry: net metering, simplified interconnection regulations, solar rebates, open solicitations that preserve and engage the competitive nature of the solar industry, certification standards that ensure the quality of every solar installation, and early implementation of A37 to encourage customers to proceed with solar electric installations instead of waiting.
